Abstract

INTRODUCTION Health care system is labor intensive, and human resources are one of the most important factor for the sustainable functioning of the health care system. AIM was to present the way of planning and management of human resources in the public health care system in the Republic of Croatia and propose a model of human resources planning and management. MATERIALS AND METHODS The research was conducted using the Questionnaire on human resources planning and management in the health care system. Questionnaires were filled by directors of health institutions. RESULTS Response rate of the research was 75.4%. The most important influence on the planning of human resources are the existing number of the workers and the standards defined in the regulations by Ministry of Health. Significant impact on the planning of human resources should have other criteria, especially the health needs of the population. Management structure of health care institutions are insufficiently educate about the models, criteria and tools used for planning and management of human resources, and the function of planning and human resources management usually carried out insufficient and on the basis of those own experience. CONCLUSION Human resource planning and management in the public health care system in the Republic of Croatia is performed by using available tools in various frequencies but there is no standardized model of human resources planning and management. Therefor it is proposed a model of human resources planning and management with upgrade in all fields.

UVOD Sustav zdravstva je radno intenzivan i ljudski potencijali predstavljaju jedan od najvažnijih čimbenika za održivo funkcioniranje zdravstvenog sustava. CILJ je prikazati na koji način se planira i upravlja ljudskim potencijalima u zdravstvenim ustanovama u sustavu javnog zdravstva u Republici Hrvatskoj te predložiti model planiranja i upravljanja ljudskim potencijalima. MATERIJALI I METODE Istraživanjem su obuhvaćene zdravstvene ustanove u sustavu javnog zdravstva u Republici Hrvatskoj uključene u Mrežu javne zdravstvene službe. Istraživanje je provedeno primjenom Upitnika o planiranju i upravljanju ljudskim potencijalima u sustavu zdravstva koji je bio namijenjen ravnateljima odnosno sanacijskim upraviteljima zdravstvenih ustanova. REZULTATI Odaziv istraživanju bio sa stopom odgovora od 75,4%. Najvažniji utjecaj na planiranje ljudskih potencijala imaju zatečeno stanje broja radnika i standardi definirani u propisima prvenstveno Ministarstva zdravlja. Značajniji utjecaj na planiranje ljudskih potencijala trebali bi imati drugi kriteriji, prije svega zdravstvene potrebe stanovništva. Upravljačke strukture zdravstvenih ustanova nedovoljno su educiranje o modelima, kriterijima i alatima koji se koriste za planiranje i upravljanje ljudskim potencijalima, te funkciju planiranja i upravljanja ljudskim potencijalima najčešće provode nedovoljno te temeljem vlastitog iskustva. ZAKLJUČAK U zdravstvenim ustanovama u sustavu zdravstva u Republici Hrvatskoj planiranje i upravljanje ljudskim potencijalima provodi se primjenom dostupnih kriterija i alata u različitim mjerama međutim ne postoji jedinstveni model planiranja i upravljanja ljudskim potencijalima te je predložen model koji sadrži nadogradnje kako u planiranju tako i u upravljanju ljudskim potencijalima.
